This is a hikifuda (flyer) created by Okukawa Rakusui, a carver who was Kanagaki Robun's mentor, to call upon the public to submmit a manuscript to be published. During the Edo period, a carver normally earned his living by receiving orders from the publisher. But from the flyer, we can see that a carver put out an advertisement to receive orders directly from the public and accept remuneration from the manuscript's author. It is an interesting example that carvers in the late Edo period to the early Meiji period were already beginning their transition into book stores.
