TAKEBAYASHI was commissioned by the Hokkaido Development Commission to photograph railroads, coal mines, ports, and other facilities in this northern island newly opened to development. Other photographers who did similar work include TAMOTO Kenzo, SAKUMA Hanzo and KONNO Harushige. TAKEBAYASHI had worked as an assistant to Baron Raimund von Stillfried, who also traveled to Hokkaido to take photographs.
