Nguyen Thi Thai, a 25-year-old mother, holds Ha, 10 months old, who was born with missing right arm and left forearm. Ha also had a chloracne-like skin rash. Her mother was 12 years old when she was exposed to defoliant from a U.S. military plane. The organochlorine defoliant Agent Orange contained 2378-TCDD (dioxin), which is both carcinogenic and teratogenic (Tay Ninh Province, Loc Hung Village, 1981).
